From my understanding it's open to all veteran's who don't already have a degree. I think it's a pretty good program. Probably depends on who's running it in your area though. Good luck to you!
Since, this program will not help veeterans in Riverside County because there are Native American veterans and the Bank 21 is still in effect which means if you have on Nonsufficient funds you havce to wait five years. Consequently I will be close to seventy before I can start college. Therefore it is a nonprogram for disabled veterans like myself. Business grants are done forever so there is no help forever.
Yes VUB is open to 100% disabled veterans...VA Chapter 31. Yes VUB is open to spouses and dependents of 100% disabled or KIA Veterans...VA Chapter 35. Yes VUB is open to veterans whose VA entitlements have expired. Yes VUB is a certifying agent of the VA Montgomery GI Bill and you can receive your benefits while in attendance...IF...your local VUB has gone through the process of becoming certified by the VA.
VUB IS FREE to qualifying veterans. For our program in Southern Colorado there is NO COST to the veteran. We provide Books, Binders, Paper, Pencils, Pens, everything you need to get started.
Now to set the record straight each VUB is slightly different depending upon how their grant was written. VUB is a U.S. Department of Education grant supported program...we are not part of the Veterans Administration...but as in our case we are Certifying Officers for the VA for our program. Most if not nearly all VUB administrators are veterans. Many of us have actually been through the program ourselves.
I would be happy to answer whatever questions you have regarding this program, however I would remind you to check with your local program for specifics to "that" particular program.
As for disabled veterans needs we (in So. Colorado) will try to meet your needs if we can but our funding is very limited. Since several members of the senior staff are also disabled veterans we totally understand many of the issues you have to deal with. I will say that as part of our advising process I usually advise a vet to take care of their immediate needs first before trying to take on schooling. If that's rehab, counseling or whatever. We will be here when you are ready and do what we can to assist you in becoming prepared to enter an institution of higher learning.
I would be happy to answer any questions regarding VUB that I can. I was a student of VUB, Work Study for 4 years while earning my Bachelors degree and have been a Sr. Assistant Director for the last five years in this program.
This program is amazing. It is a very mentally demanding course of instruction. I went through the program at UMASS Boston. When i took the placement test i was at a math level of a 7th grader. I just took the placement test for my freshman year of college(Quinsigamond C.C.) and I am starting off at college algebra. The instructors at upward bound were spectacular they do alot for you, the staff also bend over backwards for you. Translation - You are in the military ergo, you are a dunce.
A better lead-in would more appropriately be, "Like many Veterans, you have probably avoided going to college, because you have been deployed for 50% of the time and during the time you were back at home station you were working 12 hour shifts (and supporting a family).
I absolutely loathe these people that talk down to military members.
I would like to know if I could participate in a VUB in another state? Our state, (Maryland) does not have a VUB, so we miss out on this valuable resource. I feel this is not fair to veterans in states that do not have a VUB; now if this is the case, then why is the program offered to some veterans and not to others?

This program is funded through grants given to colleges - someone at the college must apply - then once they receive the grant, they must decide what services to offer and high people to administer the program
Some colleges offer great programs, some offer a adaquate program and other colleges do not participate because they offer other programs that the veterans and non veterans both can benefit from.
