I' am trying to find out what the minimal electronics/Comms on the bridge a WPB would need in order to get underway would be? I have checked the Nav standards as well as many other manuals and have come up empty. Would any of you guys know where I can find this information if it even exist?
Check your MICA books. It may be in there. But I can't really tell you. Or Cutter Forces. A lot of boats are different, Like the PBs in Alaska have LORAN still only because the Russian fisherman use that to Navgate by still. When your boat goes to MEPs the contrators should be taking off some stuff. I saw the Nashson and they move stuff around Like put the Sccs moniter in front of a window, move the chart table forward so you could walk behind it. I was on a PB for the past 2 years now I am headed to a Sta, so if you have Questions Just ask i ran into a lot of problems with My Bridge.
If you're asking in terms of somthing similiar to a disabling casualty on a small boat, I would think it would be the CO's or OIC's call on a cutter as long as you are able to operate with-in Nav Standards. As an example, if your electronic charting system is broken, then you would need corrected paper charts and a means of taking a fix (DGPS/LORAN or radar/alidade if near shore). I don't think there is any list of what has to work to get U/W or perform certain missions, just a reliance on good judgment.
To be completely honest, I' am not attached to a PB. I' am part of the MEP program, and it is a question on my side, I was asked to find the answer to, if there was one.
Boats; Your question is probably too broad to find an answer. To answer like an arsewhole, I could say "none." All you need to get underway is to slip the lines. As alluded to above, it depends on the reason, conditions and circumstances in place when getting u/w and where you are going. Even then, pretty hard to find it in a book. Of course, you will need to comply with COMDT NAVSTDS, but you technically could do that at or near dead ship. You need to comply with Bridge to Bridge Radiotelephone LAWS, which are pretty limited for a vessel the size of a 110. You need to comply with COLREGs, which can be done with lookouts and speed management vice a RADAR.
Try rephrasing, maybe in more detail, what you really have been asked to find out.
As BM1339 asked, they are looking for something along the lines of a disabling casualty on the 41's. But from what I have read, as well as all of your imputs, I think that something like that does not exist in writting for the WPB world. I have gone through all of the different scenerios with my supervisors, and they still wanted to see if it was in writting somewhere. Guess they will just have to except that it is a question that does not really have an answer.
I appreciate all of your guys advice, thanks for the help.
