BM became the majority rating the day of the QM merger. If I recall the numbers correctly, we went from 3rd largest to first, overtaking YN and MK. As someone else alluded to, Majority rules.
There's no problem for a recruit going BM if you go to school or strike. BM's run this joint and we need good ones. If you're talking about being able to advance, its up to you. You might have to wait a few months to make 3rd, but 2nd class is wide open for now. It tends to slow the higher you go.
Well, actually there are too many BM3's. 400 too many to be exact. That is why there is no SWE for BM2 (which is good for those looking to advance). Thanks to BM/QM merger and BM "A" school, which was the worst mistake every made. BM3's of today are pretty much just a QM.

I'm guessing you haven't checked the new and improved BM practs. They basically copied the Boat Crew Qualification Guide and slapped the BM3 heading at the top.
you can't just knock the "A" school... you need to look at the purpose of the school itself. It is teaching the minimum required to be a BM3. No its not going to cover every single colateral duty that could be assigned, its the absolute basics. Don't harp on your SNBM or newly BM3 because they don't know the world, take some time and teach them. There is a ton of things that go into being a good BM, way too much to teach at a single school. BM's rule the CG, but it comes with responsibility! A BM3 isn't going to run a station or cutter, but given enough time, training, tools, and modivation they can... they are future XPO's and OIC's.
