Okay, I'm somewhat irritated. Why did they keep going beyond the cutoff? Am I missing something, or is there something I don't know?

Simple:

It is 2008
It is May 2008
A SWE was conducted in May of 2007
BM2s took that exam
A list was created that rank ordered those BM2s
A cut was published
A cut is a guideline that establishes the MINIMUM number of people on THAT list that will make it, AT SOME POINT IN TIME, without having to take another SWE.
The list created by that SWE is effective for Jan-Jun advancements in 2008
Empty BM1 spots are created ALL THE time
Whatever empty BM1 billets exist at the begining of the month are filled people on the CURRENT list, next in line, regrdless of what the 'best guess' cut was.
Sometimes, they don't even make it too the cut, sometimes they go past it.
If they don't make it to the cut, everyone else at the cut and above is placed at the top of the next list.

Since the next advancement date is July, it will use the next SWE list.

Anyone truely ready to "..perform the duties and responsibilities of an E-6...," especially in a rating where that job may very well be an XPO or Dept Head, should have known all above.........

Who cares, some of the people at the bottom of the May BM1 SWE list were on the top of the Nov SWE list. They weren't going to exhaust the May SWE list and start promoting off the Nov SWE until July anyways. So think of it as everyone that gets taken from the May SWE list that is ahead of you on the Nov SWE just gets you one step closer. There were 5 above the cut from the May SWE that were above the cut for May that were ahead of me on the Nov SWE (I'm 39) now after this maybe more. Works for me.
Be happy you were never going to make it before July 1 anyways. That just means there is less people left over from the May cuts when they start promoting from Nov. Congrats to all who made it this month.
