New person reports and by "paying one's footing" they are treating them to entertainment or to drinks, which can be referred to as "foot-ale".

The nautical connection of "paying your footing" refers to the tradition of paying the Captain of the Top a payment of grog after the first time of reaching the Top.

Sally a ship is an old school method to get a grounded ship afloat. Supposedly the crew would line up along one side and then run from port to starboard and back and forth until the vessel began to roll and could be pulled free.

What's the only flag flown above the national ensign?

The union jack shall be displayed at a yardarm to denote that a general court-martial or court of inquiry is in session.

("Neap" tides being the smallest change in a tidal cycle, occuring when the moon and sun are at 90 degree angles at the tidal maximums so that their pulls on the oceans counteract each other)

Answer: 2.48 pounds

Solution: 1/4 cup gasoline = one 1" X 8" stick of dynamite.
4 cups = 1/2 pint.
one 1" X 8" stick of dynamite weighs 0.62 pounds.
0.62 X 4 = 2.48

It serves as a fence to interrupt the passage of water coming in at the hawse-holes.
