The only way a broken bone would keep someone from transferring would be if it were severe enough that the member were placed on Temporary Limited Duty (TLD). TLD is done when the severity of a medical issue will place a member in a not fit for duty status for an extended period, but not more than 9 months. Any injury which keeps the member out of duty for more than 9 months must be processed by a Medical Evaluation Board. The answers you seek are located in the Physical Disability Evaluation System Manual. If a member is not in a TLD status, they are subject to transfer.
