Does anyone know the history on this?

I purchased one today from an older gentleman that found this 8" in the ground @ a cemetary.He had no idea what it was and sold it to me for $20.00. I later found out that it is some sort of Medal of Honor for the Civil War veterans.That's all I know. I'm not sure if there should be a piece on top or if something else is missing.

It appears to have written on it "GRAND ARMY OF THE REPUBLIC", and I think I see (blurry) 'VETERAN' on it. So just from that, it's NOT a MOH. It's similar in design, but obviously made before the time when "protections" were put in place to protect the design and appearance of the MOH. FYI- The last known survivor of the Civil War was a gentleman named WALTER WILLIAMS, who died on December 19, 1959 at the age of 117! Also, I'm sure there are folks on this website who are Civil War collectors, and can offer more learned information than this humble servant.
