He needs to start by talking to his Navy recruiter about what he thinks the CG is going to get him that the Navy won't, and what he won't get with the CG that he will get in the USN. He also needs to make REALLY sure that the Coast Guard is even going to take him, before he messes up his chances of joining the Navy. I am a Navy recruiter. If one of my DEP members decided he was ditching the Navy for the Coast Guard, I would probably not want to work with him to put him back in the Navy if the CG wouldn't take him.
