I'm curious as to the feeling within the Chief's Community on the new CHIEFEVAL. It's identical in structure to the E7-E9 FITREP, just the performance traits are changing to:

Deck-plate Leadership
Institutional and Technical Expertise
Professionalism
Loyalty
Character
Active Communication
A Sense of Heritage

It's supposed to be effective with the September 08 reporting cycle.

Too many of those things seem to be subjective judgements to me. Eye of the beholder type of things. For example "loyalty". Loyalty to who? The guys who work for you or the guys above you in the COC?

I have never liked the Navy eval system because far too often it turns into a popularity contest of sorts. If you are in good with the right people you do well if not no matter how well you do your job you end up as an also run.

I would much rather see it be a listing of what you have accomplished in the last year against a measure of what an accepted norm is.

I always thought it was a mistake when they did away with testing for E-8 and E-9, sure fire way to measure you against your peers, what you know about your rate, about the Navy in general. Also you can study for that test and control a little bit of your own destiny. Maybe because "it is what it is" you can't be that straight 5.0, NR.1 ranked guy but you can study your aZZ off and get an 80 on that test.

Yes you are talking to a guy who always did well on rating exams I don't remember the ET2 score, but 68 for ET1 and 72 for ETC

I like it. The character traits are now in line with the MCPON's Mission, Vision, and Guiding Principles for the mess.

This means that the mess is now being measured on what we are expected to do, not on what an officer is supposed to do.

In the talking points that went along with it, that is exactly what the MCPONs intention was.

I thought the most telling statement in the talking points was "there will be no blurring of the lines between Officers and Chiefs".

I haven't been around for too many MCPONs, but I am definitely becoming a Campa fan.
