Looking through the "IS" A school info as of 15 FEB 08....states applicants need 2 things. 1. scheduled SCI interview and 2. Submit SSBI. Now i have been working on the premise that an individual cannot get an SSBI without getting a Final Secret clearance first. I have read through the Military Personnel Security Program COMDTINST M5520.12B and have not seen such requirement as i may have skipped over it. I have also heard from an SCI Interviewer that one can just start with an SSBI (which will obviously cover the lesser NACLC clearance). Is this true?
Meaning that i can start one of my shipmates off with an SSBI and just skip the NACLC if they are wanting to get placed on the "IS" A school list to meet the Mar 31 "A" school?
Please dont respond with any rumors or start your reply off with "I heard this...or One of they guys i work with did this......I want a solid concrete answer.
You don't need to have a NACLC prior to an SSBI. They are two different investigations for two separate clearance levels. Follow the guidance for IS "A" School as stated.

I don't know what guidance the security manager was using. I've never heard of that before. There may have been other circumstances that the security manager was aware of, for example, did the individual really need an SSBI for their current billet?
I believe the conversation between the security manager and myself was a bit mixed up and I may have heard or perceived it wrong.
I did get my answer and 5216279 you were right. You dont need one before the other. I also found out that there is a new revised Personnel security program manual and the name is also changed to
"PERSONNEL SECURITY AND SUITABILITY PROGRAM COMDTINST M5520.12C" Their is alot of new changes regarding granting Interim clearances and also the big portion about the steps when someone looses thier clearance.
