unfortunately when I am at home, this reservist, cannot get on CG central. Is there a proxy or anything that is available to reservists to get on CG central?

Unless you have a RAS token, you can't. I would suggest that you have a USCG IS forum set up on http:www.intelink.gov.
You would be able to access it from work and at home. I've been putting up some of the manuals on Inteldocs .
