I am suprised no one has responded yet...
According to COMDTINST M3870.2 PQS for Intelligence Personnel, "PQS qualifiers are designated in writing by the Commanding Officer to sign off individual PQS line items. Qualifiers will normally be E-5 or above. At a minimum, they must have completed the PQS they are authorized to sign off. Initially, Commanding Officers will designate appropriate interim qualifiers based upon their knowledge, skills, and abilities." This statement applies for the IS PQS...what about the IS EPQ's? I can not find anything in writing that states those who sign off EPQs must be designated in writing by the commanding officer. All the EPQ states is "as proficiency in each performance qualification is demonstrated by actually performing the task listed, the DATE and INITIALS column shall be completed by a designated supervisor (E-5 or above) at least one pay grade higher than the student and preferably of the same enlisted rating specialty." So, if a memo is required for EPQ sign-offs, if a member goes outside of their unit to get a particular EPQ signed off, do they need to get a copy of the person's memo that designates them to sign off EPQs? Just looking for a little clarification |

My stance in ref to who should be able to sign off IS EPQs is (and has been) the same as we established for the intel PQS. Common sense has to apply here. We allowed members from many different ratings to become IS's (some with little to no intel experience). Should an ISCS (with no current intel experience) be the one to sign off an ISC's EPQ just because he is the members supervisor? or should the best qualified individual (designated in writing by the CO) be the one? Obviously it should be the best qualified individual. My hope is that each and every intel unit establishes a list of intel PQS and IS EPQ qualifiers, so that when an IS has to travel for a signature signoff, obtaining a copy of the qualifier memo won't be a hurdle/hassle to obtain. Thanks Master Chief! Definitely makes sense.
It's just that I am sure members are going around now and getting their PQS and EPQs signed off without a memo declaring the officiality (is that even a word? Is there a standard memo template we should use, or will it be a unit specific thing? Just wondering how other units out there are drafting the memo... In the OS2 course book, there was an example of a sign off memo...should be a good reference point to begin... |

I'm sure you weren't the only one with the question. Glad you asked it. As to your question of locating a standard template: Standard memo format is fine. It's the content that matters. A good starting point might be to utilize/tailor the memos I included in my latest Force Notes (The memos developed by TRACEN Yorktown). ISCM Rochefort |

For my praqs I went with the "qualified to sign" rule. For Security Clearance and EAP stuff I went to my CSO and CWO. For Some stuff I made a trip to the nearest District Command Center / DRI. Others I went to the nearest Integrated Support Command with a 378.
I was also fortunate to have a senior LT and LCDR who came from MIFCPAC and MIFCLANT along with FIST Civilian with over 20 years of Intel experience in different areas of Intel. |

Interesting you say that about a civilian signing off your prac! I was asking that question aloud in my head, as there are a ton of very well qualified civilians around Lantarea AI and the MIFCS who have been doing Intel since before the CG was involved. They are very good resources!
