I was just wondering when exactly contracts for the USMC are drafted up? I haven't really found any information on when terms of the contract are discussed or anything. Does the recruiter do it, or my liason at MEPS, or someone else?

i believe those are done at MEPS the day you ship to basic.

The terms of your contract will be explained at the MEPS with the Marine Corps liason before you sign it. The recruiter has nothing to do with the contract, all he does is the preliminary paper work to ensure that you are basically qualified and to take the ASVAB and the physical.
