You won't be able to do it, he will have to, unless you have a power of attorney. And even then it is doubtful you will be able to do anything as he will probably have to prove paternity first.

There is nothing you can do unless you have a specific POA for personnel/finance. The AD member has to do it usually but especially in a case like this where the military could require a paternity test to be done before they will authorize the addition to his records.

Although he has already signed the birth certificate we will have to do a paternity test as well? the paper he signed was to admit paternity that is why i ask. There is no doubt she is his its just we are trying to get this settled because she has to have surgery comming up. He has no problem doing it himself he's just not sure who he needs to talk to or what he needs to do. Is there a particular person or place he should contact for information on what to do? If so I will tell him so.

He needs to talk to his personnel department or if he can't get to them, then someone who the command that handles the paperwork. He would need a certified copy of the birth certificate and her SSN to register her in DEERS. Once she is registered she has Tricare Standard which means there is a yearly deductible and co-pay for each appointment. You have to have her seen at a doctor that is accepted BY Tricare not just accepts them.
