My husband has been telling me about a dance before his OCS graduation, my question is how formal is the dance? Do I HAVE to wear floor length (I am short and floor length makes me look like an oompa loompa-at least in my head)Or can i wear tea length?

base your dress choice on HIS required Uniform. if it's the Mess Dress( Dinner or otherwise).. definitely aim for at least tea length.

For DH it was his Chokers( Blech..ugly outfit, especially on him )so mid calf was fine.
