I am interested in the Reserve DCO programs.
I am 38 years old. Is it too late to join? Do they give waivers?

Is there any Officer Recruiter who can help me?

From the Recruiting Website.
Selected Reserve Direct Commission.
Age: Between 21 and 36 years old.
(Cannot have reached your 37th birthday as of 30 September of the year you apply)

Waivers: The only program requirement that can be waived is age. Waivers are considered on a case by case basis, up to 36 months, for applicants with prior military service.

That would depend on the specific DCO program and the criteria for the given DCO cycle. For instance, in 2007, recruiters for Lawyers (DCL) were provided with the following:
(3) THOSE SELECTED FOR THE DCL PROGRAM WILL BE AWARDED A RESERVE COMMISSION AS LIEUTENANTS (O-3) WITH A 4-YEAR ACTIVE DUTY OBLIGATION. ACCORDINGLY, INTERVIEW BOARD MEMBERS MUST BE LIEUTENANTS OR HIGHER. THE SENIOR BOARD MEMBER MUST BE A LIEUTENANT COMMANDER OR HIGHER. A COAST GUARD LAWYER IS RECOMMENDED BUT NOT REQUIRED ON THE INTERVIEW BOARD.
(4) ELIGIBILITY REQUIREMENTS.
(A) BE AT LEAST 21 AND LESS THAN 41 YEARS OLD AS OF 30 SEPT
2007.

The DCE age eligibility was something like 43 and 41 (active duty/reserve) in 2007. So depending on the DCO program you may be eligible but you need to speak to a recruiter to be certain. Good Luck!

Thank you. I was interested in the INTEL program. Does the candidate have to take the ASTB test?

In your first post, you said that you were interested in Reserve Direct Commission. There's only one program for that and it is SRDC. The DCO Intel is for active duty only.

As for the ASTB, if you are talking about the Aviation Selection Test Battery, then the answer is no.

Is there a DCO and a DCE program in the Reserves and if so, what is the difference?

DCO is an umbrella term that covers all direct commission programs (DCE, MARGRAD, DCI, DCL, SRDC, etc). Of all the DCO programs, the only one available for those wishing to be reservists is SRDC.

After a brief visit to my local Recruiter's Office, I realize that being 38 and Non Prior Service doesn't open for me a door in the Reserve Officer Programs of the Coast Guard.

Please, advise if there is any other information available.
