Where are the seconds wanting to go? How many seconds at land stations chose cutters? what billet number is usually slated to someone who is tour complete on a 378?

What did your Chief or OS1 say during your last IDP regarding how to fill out an e-resume or long term career planning? Your last question shows a complete lack of understanding about the transfer, assignment and e-resume procesess and you need to have a very long talk with the person doing your IDP and (if different) your Chief.

That has been discussed at the highest level thoroughly and I do not see it happening! Giving someone a "Progressing" had the exact same affect on eligibility for advancement as a Not Rec did. The P mark is just a way for the Chain of Command to feel better about doing the right thing, in my opinion. If someone should be marked "progressing" then they are not "..satifactorily capable of performing the duties and responsibility of the next higher grade.." which means they should get a N.

Granted you are absolutely right that the P and NR mark are basically one and the same, but leaders are not doing the right thing now-a-days! (not all mind you) They are R even when the individual is still "progressing"

True again, but they may feel "safer" then giving the "N". "Well, I don't want to explain to them why they aren't recommended".... "If I recommend and they advance, then they transfer and are no longer my repsonsibility"...

If one is not ready, then it is up to the team leaders to train and guide. Now if the subordinate doesn't want to try, then by all means, but an NR on their marks. We must be leaders and help those to become future leaders whether we like them as a person or not. I've seen it before were favortism lets those advance even though they were not ready for the next paygrade, and I have seen the opposite (mainly because of personal issues). It is up to us to train, and if the member is not ready, then lets get them ready.

The word "trying" is NOWHERE in the section about what an R or a NR means and it is irrelevant! It is black and white, period!

Yes - teaching, training, mentoring and guiding should be being done, but when it comes down to it twice a year, you must make a cold, impersonal decision, R or NR.

I THINK ITS FUNNY HOW I COME ON HERE AND ASK A SPECIFIC QUESTION TO OTHER SECOND CLASS PETTY OFFICERS AND IT GETS TOTALLY BLOWN OUT OF PROPORTION. Easy gunner........the only thing you are right about is that the question got way off track as they consistently do on here, but if you actually read all of the comments not one person on here said that you or your chief or first were bad performers. This entire second track that your post made is a argument that has been going on since the day that the P was taken off the marks, and that's it.
I am very sorry that no one answered your original question, it happens more often than not but no one here slammed you or your supervisors.
As a recommendation to you, no matter what you are reading always read it carefully so that you do not misconstrue what you are reading.....you don't want to end up with pie in your face because you misinterpreted what you have read.....like now.

To inform and correct you alittle bit, a proper IDP being done has a LOT to do with someone 'usually getting their top pick.' Asking the question in the way you did says a lot about the IDP process between you and your supervisor. The reason you didn't get a direct answer to at least part of your question is you in effect asked "Why is the usually purple and lime green between 1300 and 1345 on the second Tuesday of the month?" You will never get a direct answer to that question becuase the suppositions in the question are inaccurate.

If you want background info from experienced people, here is mine: I have been on four Cutters. I never once got my first pick from my e-resume. Actually, only once, and that was after three cutters in a row, have I got a billet that was ON my e-resume at ALL. Every other transfer, I rcvd orders to a job that wasn't even on the eresume.

You just made our point. If an IDP had been done properly, there would have been a discussion of career and personal goals, long term and short. As a transfer season approaches, the discussion would have been centered around the assignment and transfer process. Part of those would have been centered on the e-resume process and how to choose what to put on your e-resume, based on your Assignment Priority as well as your professional and peronsal goals. Then, and only then would the AO see your e-resume and make a decision on which choice you get. You would already have an understanding of what drives the AOs decision becuase you would have asked those questions of your supervisor DURING the IDP counseling session.

Most of the time the ao is you supevisior. He knows your skills and you weaknesses.
