Seeing that first AY10 OS Sitrep was released today I thought it might be a good time to ask a question I've been thinking of.
I'm an OS2 planning on taking the November SWE for OS1, I am to rotate next year. When I put in my e-resume this fall should I be putting in for OS1 billets? I'm pretty confident that I'll do well on the SWE and I'm thinking that I'll probably be advanced next summer/fall sometime. Any advise?

Apply for OS2 jobs. You don't shop for the next higher pay-grade unless you happen to already be above the cut or the detailer instructs you to do so.

Now what happens if and when you advance next summer? Will you end up rotating twice in one year?
That would be a great example of the term "Short-Tour". Smile

In the absence of other instructions from the AO, I would list both E-5 and E-6 jobs, putting the E-5 ones at top. Truth is, we will probably see a lot of E-5s put into E-6 jobs anyways.

Master Chief- I like your plan, seems like a good middle ground between ignoring the probability that I'd soon advance out of an OS2 billet and being overly confident (or maybe cocky Wink ) that my advancement is a done deal. I'll make sure I put a nice detailed explanation in the space provided on the e-resume. I don't relish the idea of getting orders to one of my top picks and then find out that they are being canceled or my time there is going to be very short.

What criteria must be met for the AO to instruct OS2s to apply for OS1 jobs? If OS is determined to be a critical rate would that be justification enough? I know there are many OSs right now that need sea time to meet the requirements for Chief so a majority of your OS2s and OS1s that have no sea time will be fighting for what little afloat billets are out there.

If the cuts come out before E-Resume's are due and you are above the cut for OS1, you would be instructed to apply for OS1 billets. However, being that they will probably clear the OS1 list this year, you may be told to apply for OS1 jobs just because you took the May SWE.

The AOs use the criteria that they believe best meets the needs of the CG at that time. As an example, I have seen it get to the point where the criteria was "every E-5 with more than 4 years in the CG gets an E-6 billet." That was in a pre-JRR rating, but could still be applicable. For those supervisors out there that may be concerned about it - one of those criteria could be "is the OS2 recomended for advancement?" That right there means multiple people in the chain of command have certified that the person is 100% capable of doing an OS1 job, so you do not need much past that.

As far as sea duty goes, don't believe the hype! Almost every year the AOs give out all of the Cutters to folks who asked for them, then start handing out more for the folks who did not ask for them. On a rare occasion, the bottom 2% or so of performers (by marks) who ask for afloat might not get the orders. We simply do not have a serious competition yet for afloat jobs. Fill out an e-resume correctly, realistically and on time and you will most likely go afloat.

After seeing the “Cuts” for OS1 (amazing amount by the way) I wonder if the AO’s will put out some sort of guidance for OS2’s that rotate in AY2010 and are sitting on the OS1 NOV SWE? If not, will we end up finding a lot of OS2’s making OS1 early next year and getting sent to OS2 billets in the Summer?
