Biometrics - Can smart-bomb technology improve our personal security?

That’s a rather vague question, isn’t it? Not really a linked question either; biometrics and smart-bombs (well, not yet), but I’m going to go with the biometrics angle:

Beyond the obvious nature of smart-bombs ceasing only what needs ceased (The objective of all military force after all), the personal or civilian use of biometrics is I’d argue enormous. Imagine a security system that can categorize using little more than a standard camera enough information through practically any camouflage sufficient information to identify any unique individual breaching a perimeter. When it becomes the case this processing is programmable, a process that can readily be equipped in any private use of home security, what type of an effect does this have on random violence or intrusion?

Furthermore, personally I believe ghettos to be one of today’s largest problems. Thousands of good, decent, peaceful people live entrapped at home within areas of rampant violence and lawlessness. In our own country, this exists to some degree within practically every major city. We can’t, in my opinion, stop the cultural flaws that have corrupted these areas where a few bad guys, a few violent selfish fools are stabbing themselves as a mutual people in the proverbial foot. Instead, identifying these violent, thieving offenders and then removing them from active society seems to be the only practical solution I know of. The use of an ever increasingly affordable network of linked security oversight that employs modern biometric techniques may do wonders for achieving this removal of criminal offenders. By removing the occurrence of anonymity in essentially homeland warzones, by defeating the feeling of protection from prosecution, I personally believe a substantial percentage of violent offenders can be quickly identified and entire neighborhoods brought to the feeling of safety again.
