The rate is the locality hotel per diem rate or better. It may not alway be the cheapest so shop around. Register under the military or government travel link on there site. Another bene is there is no advance credit card payment is required, payment is due upon check-in They also offer no hassle early check-in for travelers who fly on red-eye flights, provided a room is avialable. It works wonderful in the Orlando area. For the frugal traveler many Choice Hotel group properties offer courtesy airport shuttles.
I can tell you that Best Western offers both a government rate (you have to provide a copy of your orders for the TDY or whatever you are there for) and a military family rate. The government rate is a bigger discount than the military family rate, but every little bit helps. Also, if you know about it beforehand try to make your reservations in advance as much as possible because they will only give you discounts if they have more than 40 rooms left to sell (at least that's how it works at the Best Western I work at, because if they have less than 40 rooms left they know they will sell out for that day).
