Is anyone familiar with DPEP (Direct Procurement Enlistment Program)? I spoke to a recruiter about it, he wasn't exactly sure how it worked. This is different than the Advanced Paygrade Program. I did some searching and found it in the Navy Recruiting Manuel-Enlisted 1130.8F. It states that "enlisted applicants who have acquired civilian training and/or experience may be eligible for enlistment in a petty officer status through paygrade E-7 in critically staffed Navy ratings." I was wondering if anyone has entered the Navy Reserve through this process, Thanks.
this almost sounds like it was used when NRAC was...now that all enlistees go to an "A" school straight from boot, I am not sure that they still use this.
It sounds like a program that was in effect during Nam, called Direct Procurement of Petty Officers (DPPO), and was used to bring SeaBees and computer types in in advanced paygrades, up through E7. Usually, in the case of the Seabees the paygrade was determined by union status, apprentice, journeyman, etc., and in the case of the computer types, their formal education and years of experience. I worked with many Data Processing Technicians (DP rating) who dodged the draft by taking advantage of the program. I have no idea what ratings might be available now, or what the qualifications for the advanced grades might be. Find another recruiter who can answer your questions.
We had a guy go thru the same recruiter i did in 2003. He was brought in through this program as he was a college trained mortician with 12 years of experience. He went to boot camp being paid as an E6 and his contract had him advancing to E7 after he finished HM 'A' school. Seemed pretty weird at the time but found out the Navy does no C school for this specialty(the army does) and the Navy only had a small handfull trained at the time and with the War they needed more.
Some of the musicians in the premier groups use this, but they're not recruited through normal means. The Fleet bands come in at the bottom just like the rest of us.
DPEP is still used for morticians and MUs. A few other rates are eligible, I was initiated with an MA that came is an E5 and made E6 and E7 first time up. He had two degrees in criminal justice and had been a civilian officer/detective for several years.
As for the reserves it will depend on what your experience is in and the need for that rate. I don't believe that DPEP is a reserve program but have your recruiter check with the classifier at MEPS. The classifier should be able to better answer your questions.
The DPEP program is a program based on Civilian Experience. Both Active Duty Navy & Reserves have this program. For example, if you were a Cop for 10 years in the Civilian world, and want to become an MA (Military Police) in the Navy. They submit a Resume showing the Civilian work experience relating to the Rate of MA to the approving authority (CNRC) for a higher rank. Now I am a Prior Service Recruiter, so we can DPEP people all the way to E-7 if they have a good enough Resume & experience to support it. For new contracts (Non-Prior) I imagine they have a cap on what rank they can make you. I imagine the highest they could make you would be E-3 Immediatly, possibly E-4, but you would not put on the E-4 Rank until completeion of your Job Training (A School). As a recruiter you should know that the term "rank" does not apply to enlisted personnel. That is a term applied to officers ONLY.
Also an MA, as with all other enlisted jobs in the Navy, is a rating, NOT a rate.
This incorrect usage of the terms is a 'pet peeve' of more than one of us on these forums.

So DPEP can be used to go up to E7???? I looked in the pubs and only found E6... What are the requirements for E7?
I am getting my DPEP Pkg together now, for MA.
Some background... 37yrs old, 4yo active Navy (E4), 6yo Army Guard (E5) (both Honorable). approx. 14yrs in Law Enforcement, four years as Lieutenant/Division leader, four years as Sergeant/Supervisor. Two different State LE Academies, several advanced schools, tactical experience, narcotics, investigations, etc. Oh, and a Bachelors Degree in Information Technology.
