I have a friend who enlisted in the Navy, his recruiter keeps changing his dates to leave, so far hes had his date changed 5 times already, when hes ready, last minute his recrutier will call him up and say sorry, its been changed again. He`s getting very angry about this and is considering gettnig out of DEP and forgetting all about this. What can he do to have a confirmed date?
OLD RULE: Never give advice or make a decision on half of the story. Your "Friend" may be asking for delays. DEP is a contractually agreed upon date of departure. What is the recruiter's reasoning for the delays.

People higher than the recruiter make that decision. Like you said the 'friend' may have requested them but if approved the recruiter is just the messenger of that approval.
Dates can't be changed without your friends permission. He can accept his date change or get out of DEP.
"Big Navy" pushed a bunch of DEPPERs dates out a couple of months ago, but that was a one time thing. I have never seen or heard of someone's shipdate being changed more than once without cause. Five times would not happen.
