my husband is in the process of enlisting in the navy. he submitted his papers a little over a month ago and we have since been in contact with his recruiter at least 3 times a week. in our last conversation he said that there is a hiring freeze right now for the navy which is the reason my husband's paperwork is being delayed. is this true?
note, yes we are waiting for a waiver from the army to 'allow him' to join the navy. or something along those lines not so much use of those particular words.
Why did your husband get out of the Army? What was his RE code?
Recruiters who have to fill a lot of quotas in a short period of time tend to shy away from the people who will have a lot of waivers and who carry a lot of baggage and go straight for the high school grad who is much easier to get in.
As for your original question, I don't know if there is a hiring freeze. But answer my questions, and you will likely get more info as to what is taking so long for the recruiter to get back with you. Also remember, waivers do take some time.
Plus, it's the end of the fiscal year.. the Navy is out of money. But like TMC said.. prior service issues are a factor here.. was he Army DEP. or does he have a discharge code? if he was DEP.. the Navy recruiter can do nothing until the Army releases your DH..and they don't have to do that until his original ship date.
Hold On....OCTOBER 01...just around the corner.........just a quick note to remember...... Make sure his Prior Service Kit did not get pulled at MEPS and the recruiter just does not know it...that happened to myself this year...Still waiting...since April 08...Prior Service Navy...and still waiting

so fast forward to today where we are in a better place, he wants to re-enlist. what steps does he have to take? does he have to start all over again? and could he go navy instead of army?

Yeah, I assume you posted that thinking it is a new year with new money to spend. Well, it doesn't work that way in the Federal Government. Oh no, we work on a 9 month year. It takes at least until the middle of January, or even later, to get the budget passed so we have money in the coffers.
Also if the whole Iraq thing comes to a quick resolution after this coming election expect what always happens after a conflict. Downsizing. I got downsized out of the Navy after the first Gulf War. It was so bad they were offering buyouts to those with 10 or more years of service. I knew a couple of guys that took the buyout.

Truly here this is just my opinion, but I'm not sure about the same sentiment about downsizing. The military has been cut quite a bit while I served, but we are at a point where National Guard units and Reserve units are doing multiple, extended year tours because our troop levels are already low. There are other world issues out there that may need to have troops deployed and we are living in pretty shaky times. Cutting the military IF the war is ended, I don't really see it like we did after the first Gulf War.
This post scared me for a bit. I asked my recruiter about it, and he said he had not heard of any type of hiring freeze, the only thing he could guess is that a certain rating might have a "hiring freeze" because it is extremely overmanned.
