Yes it is the college loan repayment program and that isn't a branch specific term. Sorry for using the acronym and not spelling it out. I'm use to using acronyms with my work.

In the navy it's just called the LRP....the "c" thew us off. Acronymns are all over the place in the navy. Thanks for the upgrade
anywhoo, unless you are a dr, lawyer, or dentist, then the answer is no. LRP is only available to enlistees.
Quite possible the Army is offering it to OCS...they're hurting more for people and can't afford to be as selective as the navy can.
Officer pay is more than sufficient to payback college loans. Check out BDCP (Bachelors Degree Completion Program) if you are still attending school.
At OCS you are paid E-5 or E-6 anyways while attending.
I suppose the Navy has enough applicants from civilian and active military side that want nothing more than to put on the uniform and aren't asking for any "extras." Heck, I'll surrender my 40k re-enlistment bonus if I get picked up. O-1E pay is mighty nice.
