The Coast Guard made a guarantee that Hamaide would make IT1; however, if vacancies open up or other circumstances warrant, they can make more than was listed on the cut. The cut is made from the number of expected vacancies in that paygrade. The seven that made it and weren't in the cut filled unexpected vacancies. It's nothing out of the ordinary.
