As a retired retention SGM. I see the goodness of the WEBB GI BILL. However I would make a couple of changes.
1.Give the GI Bill to those who qualify -
2.However upon seperation they must spend the remainder (or a portion) of their Military Service Obligation in the Army National Guard or the Army Reserve.
This keeps the soldiers fresh in their MOS and keeps the Reserve force viable for the future.
This also provides a second income for the soldier and provides access to the Commissary and PX as a money saving effort.
