I don't quite understand after Congress and the President sign the Appropiations Act into law why the IU's don't start recieving full retirement ASAP and why DFAS and VA have to find a way to fund. I thought that is what the Bill was all about, approving the Budget!! As for who should recieve the Retro pay it's really quite simple you would think in today's computer world to sort that out. You would think there has to be a list SOMEWHERE"S??
