I am doing my best to make everyone aware of the issues facing countless soldiers in regards to receiving their ACF benefits. Soldiers were misled for over ten years between the dates of April 1st, 1993 and September 30th, 2004 according to U.S. Army HRC Education Incentives Branch. This is due to USAREC Message 98-080 which directs the recruiters in part "No attempt will be made to describe or provide applicants a breakdown of the Montgomery GI Bill and Army College Fund Amounts." Not only were soldiers misled, but it was done intentionally. Soldiers were not made aware that the number on their contract is inclusive of their MGIB amount as nowhere on the contract is it stated. Now all of these soldiers are left on their own to try their best to fight for the incentives they were promised. How is this allowed by DoD and the House Armed Services Committee?
