I read about the test they did with the Air Force to transfer the MGIB to dependents and I can say that the reason it didn't work is because it was not offered across the board. Offering it to dependants of service members in specialty fields was a waste of time because those service members probably earn enough to pay for the needs of their dependents without worry. If it had been offered to the lower enlisted service members I'm sure that they would have had 100% turnout or more. Also, to start with the Air Force just shows how congress wants to keep the MGIB funding in their pockets. The Air Force Culture is much different then any of the other branches and lack they have not. Army amd Marine Corp spouses and children would have used the funding as it was intended, for higher education.

I believe that the MGIB should be changed, not only to be able to transfer existing MGIB funds to dependents, but also to offer the service member the option to pay for dependents upon entering the service. Since they are required to pay $100 per month for their first 12 months, the service member can opt to pay additional funds for spouses and children.
