how, exactly, will this help anything???

"Replacement of the up-or-out promotion system, which forces too many experienced members to leave prematurely. Promotions should be regulated by a less rigid "competency-based" system."

"Up-or-Out" (known to the Navy as High Year Tenure)is not a promotion system, it is a restriction on reenlistment and retirement. Basically, if you can't get promoted, you can't stay in. That IS competency based.

"Replacement of the time-in-grade military pay table, which rewards longevity. A new pay system should emphasize skill level and performance. "

It rewards promotion (which comes from skill level and performance) more than pure time now. At my current level (E-6 going on E-7, 8 years 3mo.)my pay increases by about $120/mo every two years (which will continue to slow down), and by about $270/mo per paygrade. The only effect of time, is overall time-in service. This is not a one-or-the-other. I get both raises.
