"Up-or-Out" (known to the Navy as High Year Tenure)is not a promotion system, it is a restriction on reenlistment and retirement. Basically, if you can't get promoted, you can't stay in. That IS competency based.

It rewards promotion (which comes from skill level and performance) more than pure time now. At my current level (E-6 going on E-7, 8 years 3mo.)my pay increases by about $120/mo every two years (which will continue to slow down), and by about $270/mo per paygrade. The only effect of time, is overall time-in service. This is not a one-or-the-other. I get both raises.
