Most definitely not DSO-OP.

I've given up trying to post a link, but go to Nat'l site -> Members -> Missions -> Response -> From the Bridge -> Org Chart.

Dr. Fong's name isn't in there, but perhaps a clue to DCAPT - Ops is.

Very simple answer. Some districts are organized with their DCAPT(s) by functional area instead of by Divisions. Some assign the DCAPTs to have certain Sectors, etc. Districts have leeway in how they organize their structure.
