YM&DMV but the test and the 5 can be sent in separately.
From your question, it appears that the candidate took a paper VE test. If he had done it on-line, the exam result would be in well before the VEs were done.
FWIW - although not a requirement, "V" used to ask (not require) that the exam be done first. That was supposed to insure that the canddiate knew what he was doing on the practice VSCs.
Go to your DIRAUX's web site and it probably should have some sort of explanation of how they want their paperwork to flow. This could vary a bit by region.
