Jinkanpo/Shinkampo or SIC (Shinkampo Incinerator Complex)
Naval Air Facility Atsugi Japan - Kanagawa Prefecture near Ayase City Japan. The incinerator was built in the 1980’s and shut down in 2001 when the U.S. Dept of Justice sued the owner of the incinerator Enviro-tech. I am trying to get in touch with families who have had or are having medical problems and think the toxic waste that we were exposed to be the culprit. While living at Atsugi, we all were exposed to over 200 Chemicals!! The Navy has conducted at air quality studies and health risk assessments. On-site Investigation of Incinerator Emissions Impacting on The Naval Air Facility at Atsugi, Japan (1990) Air Quality and Impact Study (1995) Health Risk Evaluation Jinkanpo Incinerator Atsugi (1995) Review of a Screening Level Risk Assessment for the Navy Air Facility at Atsugi, Japan (1998) (http://www.nap.edu/) Review of the US Navy's Human Health Risk Assessment of the Naval Air Facility at Atsugi, Japan (2001) (http://www.nap.edu/) Derivation of Toxicology and Risk Assessment Values for Ambient Air Toxics Detected at Naval Air Facility, Atsugi, Japan (2000) Final NAF Atsugi, Japan Human Health Risk Assessment (2001) We were stationed at NAF Atsugi 95-98. My husband, at 41, developed kidney cancer; also, each person in my family has strange medical problems such as Migraines, Benign Tumors, SVT, Rashes, Hair Lost, Female Problems, Depressions, etc. When my healthy active duty husband was diagnosed with Kidney Cancer, I started research on the incinerator that was right outside the housing area of NAF Atsugi. I have spent hundreds of hours researching this topic. Also, I have written many Freedom of Information Act letters to the US Department of Justice, EPA and the NEHC in pursuit of information. For over a year, my family has requested medical screening for dioxin and heavy metal poisoning and a referred to an Occupational Health Specialist. We have been working through our local Naval Hospital and the Navy Environmental Health Center, NEHC, in an effort to determine a health prevention plan. We have made some progress in our health care issues, but I can tell you that I have had to fight for every test and referral. The Air, Soil, Dust in our Homes and Water was contaminated. One of the earliest reports that I have received was in 1990 - This report was prepared by the Navy, On-Site Investigation of Incinerator Emissions Impacting on the Naval Air Facility at Atsugi, Japan 7-13 August 90. The report is short and to the point. “We were mentally unprepared for anything this bad.” “Dioxins, dibenzofurans…..are highly toxic and listed by NIOSH as “potential occupational carcinogens. “ In addition these compounds are suspected mutagen (causing cancer from mutation of normal cells during the division process and causing birth defects by causing mutations in the production of sperm or ovum) and teratogens (causing birth defects and miscarriage from damage to fetal or embryonic cells). Target organs are liver, kidneys, prostate, blood, skin, eyes, and respiratory, central nervous and cardiovascular systems.” In January, I wrote a letter to the Bureau of Medicine and Surgery, BUMED, and requested a health study for residents of NAF Atsugi. Recently, NEHC shared a draft copy of an Atsugi health study. The study is very limited, will probably only identify persons still in the military and / or entitled to healthcare through the military. I believe that the Navy should contact everyone who is at risk! I submitted my suggestions which are (1) create a form /survey, (2) notify all past residents via news media and (3) ask that the form and supporting medical record documentation be forwarded to a team at the NEHC and reviewed by an outside agency. I have recently written my Senator for assistance. If you or a family member is sick, you should too. If you would like more information, please contact me at atsugi_incinerator@yahoo.com Illnesses associated with incinerator emissions: Many types of cancer, immune system disorders, reproductive issues, cognitive and developmental problems, hormones and growth factors, central nervous system complications, bone softening, organ toxicity and failure, etc, etc, etc……….. |

Fakechasis,
When I first read your post “i wish i could be exposed to toxic waste”, I wondered, if I should respond to your post or just ignore it and as you can see, it is not going to be ignored! A lot of patriotic, faithful military service member, who were stationed at NAF Atsugi, and their families are sick, dying or have died. Children have died. Children……. Most of these people, like my family, did not know they were being exposed to toxic waste. This included 240 + chemicals like DIOXIN and HEAVY METALS, so many have not made the connection of the incinerator emissions and health problems. Let me explain what Heavy Metal exposure does to your body. Toxicity builds up in your body, affects many major organs, and takes residents in your liver and kidneys, etc. As time passes these organs start to fail or mutation of cell division starts and cancer takes over your body. DIOXIN - Dioxin is a mixture of chemicals that contains chlorine like PCBs, chlorinated benzene and poly vinyl chlorides (PVC) and 2,3,7,8-tetrachlorodibenzo-p-dioxin (TCDD) (Ever heard of Agent Orange??) Dioxin causes cancer, nerve damage, birth defects, malfunction of the immune system. That is just a taste of what happens…….. So many illnesses are related to toxic exposure that it is absolutely over whelming. For the last 15 months of my life, each and every day, I have tried to contact other people that might be sick because they were stationed at NAF Atsugi while the incinerator was in operation, I have researched, wrote letters, sent emails, made phone calls and pretty much annoyed the hell out of the NAVY ENVIRONMENTAL HEALTH CENTER, MCB, CAMP LEJEUNE NAVAL HOSPITAL and CONGRESS regarding this problem. I have hit every imaginable bureaucratic wall, delay in paper work, lost reports and record request, funding problems for my family to see a Occupational Health Specialist, ignored by Doctors and staff, all while my husband and children had 4 major surgeries, 3 biopsy scares (1 Cancer) and so many unanswered questions to CT results and blood work that I would not wish this on my worst enemy. However, I know that my family is BLESSED and I feel fortunate that we are still on this earth and working on getting healthy. And you know what else, fakechasis, I am going to keep on doing what I am doing, until everyone that was stationed at NAF Atsugi while the incinerator was in operations knows that what they were exposed to and our Military Health System and VA recognizes, supports and helps each and every single one of them. Thank you for your comment. But, I hope you never are exposed to toxic waste. S. Parulis |
