Dioxin was not the only thing we were exposed to at NAF Atsugi!!! TCE in NAF Atsugi's Water - This is NOT the first time. I have water quality reports from 1994, the TCE levels exceeded then as well!!! Questions - atsugi_incinerator@yahoo.com |

Since USMCWIFE last wrote her blurb they have found another tumor in her son's body. The problem with our exposure is the cancer can still set in over 15 years later. As far as Yushchenko, yes they may have saved his life for the time being, but his clock is ticking until the damage done catches up with him, just look at his face do you really think everything is fine with him? How many people have died from Atsugi already that we do not know about? I myself have lost one quarter of my lungs complicated with tremors, hot flashes (hormonal problems) sensitivities to household chemicals (and a few other side effects as well). When I first checked into Atsugi I was rated as a “Well conditioned athlete.” When I got out of that toxic dump one year later I had asthma and was prescribed inhalers. Does the fact that they gave me a medication to help save my life when I am gasping for breath really make everything better or less than lethal? How long is it going to take for the Navy to actually help us with this wrong that they literally covered up for so many years? We are waiting....

As a new viewer to this site and a former NAF Atsugi resident (1983-1986) what I am reading comes as no surprise.
My daughter was born in Japan and lived her fist 21/2 years in Atsugi. We lived on the 5th floor of one of the high rises. I often remember the dusting that was on are balconies from the incinerator plants. Everyday we would take my daughter to the playground area in front of the building where she played with the other kids. I wasn't there that often because of the Midway deployments but my wife and daughter lived there day in and day out. My wife suffered hair loss and constant gastric problems while she was there. My daughter couldn't hold food down and could not drink milk. Our neighbor's kids had constant asthma problems. The dots are starting to connect.. In 1988 after getting out of the service my daughter started having seizures. We went from John Hopkins to UCLA medical center - she was placed on just about every kind of drug and or diet to get them stopped. Eventually a new drug stopped them. We could never determine why she was having seizures, we looked at everything from family history to immunizations etc etc. She has never progressed past the mental age of 4-5 years old and will live with us the rest of our lives. She was also diagnosed with an autoimmune disorder. My wife has suffered for years with a varying degree of gastric problems and her hair still occasional falls out. Any suggestions on what we should do from this point. My daughter’s life has been ruined and my wife has had to stay at home for the last 20 years to take care of her. We have had 3 other children starting in 1987 and all are normal and have no health issues. |

Thank you for posting this information. I was station at Atsugi from 1998 to 2001. Of course I was on a carrier, The Kitty Hawk to be exact. However, I spent about 50 percent of my time on base. Ever since getting out I have experience a myriad of health problems, some of which the VA medical center can't determine what they are.. I thought I had cancer or HIV, but test have showed that I don't have to said illnesses. I also thought If I had cancer I would have been dead already since it have been almost 4 years since becoming ill.

Intercepted message from a fellow Ohio AMVETS SSO:
Any former Marine Corps member who was stationed at Camp Lejeune, North Carolina prior to 1987, please read below. Former residents and employees of Marine Corps Base Camp Lejeune, NC, can now register at the official Marine Corps water study website for notification and information purposes regarding past drink water contamination. The web registration is a tool intended to assist the Marine Corps in obtaining current addresses of Marines, dependants and civilians that lived or worked at Camp Lejeune prior to 1987. Once registered, at the official site , the Marine Corps will be able to send individuals updates regarding the study by letter mail or e-mail. While the Marine Corps has obtained some personnel records of former residents and workers, many records are incomplete. We need all interested parties to register to ensure that our notification effort is as complete as possible. Taking care of Marines, sailors, and their families is a top priority for the Marine Corps. The Secretary of the Navy and the Commandant of the Marine Corps are committed to reaching all former residents that may have been exposed to unregulated chemicals in the base drinking water between 1957 and 1987. The Marine Corps fully supports the Agency for Toxic Substance and Disease Registry’s ongoing health study to determine whether exposure to these chemicals can be linked to any increased health risks. At the completion of the study in mid-2008, the Marine Corps will announce the results in conjunction with ATSDR. We encourage former base residents to register online or contact the Camp Lejeune Water Study Call Center for assistance of additional information. The Call Center staff can be reached at 877-261-9782, Monday through Friday, between 8:30 am – 5 pm. Or email clwater@usmc.mil For more information regarding the health study, contact the ATSDR information line at 888-422-8737. (From Dave Kenyon, AMVETS Service Officer, Dec 6th, 2007 |

Just in - Navy Inspector General Reports
The Naval Inspector General reports stated that the Navy must act decisively to reduce personnel exposure to the incinerator contamination and there was a wide range of options in which the Navy had direct control, while negotiating with the GOJ. These options included moving U.S. personnel to other locations, mandatory tour length restrictions, and unaccompanied tours, pulling out of Atsugi completely and or abandoning the housing and other facilities closest to the incinerator. http://www.atsugi-incinerator-group.com/ Please contact me with any questions or concerns. atsugi_incinerator@yahoo.com |

Some advice on selecting a Veterans service officer please make sure the person you choose to represent you can think out side of the box. Choose a person who will represent you and not the VA. The VA has plenty of highly paid attorneys representing them, you need an advocate who will represent you.
The VA trains their employees to adjudicate claims according to the VA regulations, those employees must follow those regulations, or be terminated from their job. That does not make them a bad person, they either do their job or leave, that's simply the way it is in the real world. A service officer who can think out side of the box prepared by the VA, will often find the way to get your claim approved. Also there are people like me, who feel the unrecognized conditions by the VA are sometimes service connectable. We are around, you simply must look for us. When the Agent Orange and PTSD issues were new. VA and many other veterans service offiers rejected our thoughts, we worked hard to show links and over the years changes in VA procedure were made. Just look for those who think outside of the box! Dave Barker |

There isn’t a bottom-line just the facts. The Navy knew assignments to NAF Atsugi, Japan would mean military personnel, dependents and civilians would be EXPOSED to TOXIC CHEMICALS released by SHINKAMPO INCINERATOR and that many chemicals, like DIOXIN, Heavy Metals, VOC, etc., exceeded Maximum Contaminant Levels (MCL). Additionally, the Navy was aware that residential quarter, the elementary school (Shirley Lanham) and day care center facilities were within the contaminated area. The Petition for a Provisional Injunction Order for the Prevention of the Operation of Waste Disposal Incinerator Facilities (Plaintiff – The Government of the United States of American – Defendant Enviro-Tech) The soil at NAF Atsugi is heavily contaminated with dioxin, heavy metals and other toxic substances, because the air over the air over the base is and has been contaminated for a substantial period of time during which of the past 15 years. The highest Dioxin Levels observed during the 56 day study was 54 pg-TEQ/m³N, ninety (90) times the Environmental Standards (0.6pg/m³N) established by the JEA (Japan Environment Association) As indicated in 1. A., Plaintiff has been granted the right to use and control NAF Atsugi under the Treaty (Exhibit A-11). In order for Plaintiff to use and control NAF Atsugi, there must be personnel who are able to work effectively on the base. The Plaintiff’s right to use or otherwise possess NAF Atsugi necessarily includes the right to staff its personnel on the base. Accordingly, the right of Plaintiff’s personnel to live and work on base without exposure to intolerable health risks is implicit…….. Thus, base upon Plaintiff’s right to use and safeguard NAF Atsugi, which, at least in part, include their right of its personnel to live and work on base without being subjected to health dangers from the toxic emissions from Defendant’s incinerator, Plaintiff is entitled to seek a court order that the Defendant forthwith cease operation of its Incinerator Facilities. Plaintiff has been unable to place a new child car facility into service. This facility was built by the DFAA (Defense Facilities Administration Agency) at a cost of 980 million yen. The facility cannot be used because of Plaintiff’s responsibility to attempt to shield dependent children from dioxin and other toxic substances that emanate from Defendant’s Incinerator Facilities. Likewise, school operations at NAF Atsugi are negatively impacted by the base commander’s need to restrict the outdoor activities of children (Exhibits A-10-1 and A-10-2) You are verify these facts on my web site – www.atsugi-incinerator-group.com Click on Joint Study/USDOJ Petition. Basic Training Jinkanpo/Shinkampo or SIC (Shinkampo Incinerator Complex) Naval Air Facility Atsugi Japan - Kanagawa Prefecture near Ayase City Japan. The incinerator was built in the 1980’s and shut down in 2001 when the U.S. Dept of Justice sued the owner of the incinerator Enviro-tech. I am trying to get in touch with families who have had or are having medical problems and think the toxic waste that we were exposed to be the culprit. While living at Atsugi, we all were exposed to over 200 Chemicals!! The Navy has conducted at air quality studies and health risk assessments. On-site Investigation of Incinerator Emissions Impacting on The Naval Air Facility at Atsugi, Japan (1990) Air Quality and Impact Study (1995) Health Risk Evaluation Jinkanpo Incinerator Atsugi (1995) Review of a Screening Level Risk Assessment for the Navy Air Facility at Atsugi, Japan (1998) (http://www.nap.edu/) Review of the US Navy's Human Health Risk Assessment of the Naval Air Facility at Atsugi, Japan (2001) (http://www.nap.edu/) Derivation of Toxicology and Risk Assessment Values for Ambient Air Toxics Detected at Naval Air Facility, Atsugi, Japan (2000) Final NAF Atsugi, Japan Human Health Risk Assessment (2001) We were stationed at NAF Atsugi 95-98. My husband, at 41, developed kidney cancer; also, each person in my family has strange medical problems such as Migraines, Benign Tumors, SVT, Rashes, Hair Lost, Female Problems, Depressions, etc. When my healthy active duty husband was diagnosed with Kidney Cancer, I started research on the incinerator that was right outside the housing area of NAF Atsugi. I have spent hundreds of hours researching this topic. Also, I have written many Freedom of Information Act letters to the US Department of Justice, EPA and the NEHC in pursuit of information. For over a year, my family has requested medical screening for dioxin and heavy metal poisoning and a referred to an Occupational Health Specialist. We have been working through our local Naval Hospital and the Navy Environmental Health Center, NEHC, in an effort to determine a health prevention plan. We have made some progress in our health care issues, but I can tell you that I have had to fight for every test and referral. The Air, Soil, Dust in our Homes and Water was contaminated. One of the earliest reports that I have received was in 1990 - This report was prepared by the Navy, On-Site Investigation of Incinerator Emissions Impacting on the Naval Air Facility at Atsugi, Japan 7-13 August 90. The report is short and to the point. “We were mentally unprepared for anything this bad.” “Dioxins, dibenzofurans…..are highly toxic and listed by NIOSH as “potential occupational carcinogens. “ In addition these compounds are suspected mutagen (causing cancer from mutation of normal cells during the division process and causing birth defects by causing mutations in the production of sperm or ovum) and teratogens (causing birth defects and miscarriage from damage to fetal or embryonic cells). Target organs are liver, kidneys, prostate, blood, skin, eyes, and respiratory, central nervous and cardiovascular systems.” In January, I wrote a letter to the Bureau of Medicine and Surgery, BUMED, and requested a health study for residents of NAF Atsugi. Recently, NEHC shared a draft copy of an Atsugi health study. The study is very limited, will probably only identify persons still in the military and / or entitled to healthcare through the military. I believe that the Navy should contact everyone who is at risk! I submitted my suggestions which are (1) create a form /survey, (2) notify all past residents via news media and (3) ask that the form and supporting medical record documentation be forwarded to a team at the NEHC and reviewed by an outside agency. I have recently written my Senator for assistance. If you or a family member is sick, you should too. If you would like more information, please contact me at atsugi_incinerator@yahoo.com Illnesses associated with incinerator emissions: Many types of cancer, immune system disorders, reproductive issues, cognitive and developmental problems, hormones and growth factors, central nervous system complications, bone softening, organ toxicity and failure, etc, etc, etc……….. Response USMCWIFE_SP A lot of patriotic, faithful military service member, who were stationed at NAF Atsugi, and their families are sick, dying or have died. Children have died. Children……. Most of these people, like my family, did not know they were being exposed to toxic waste. This included 240 + chemicals like DIOXIN and HEAVY METALS, so many have not made the connection of the incinerator emissions and health problems. Let me explain what Heavy Metal exposure does to your body. Toxicity builds up in your body, affects many major organs, and takes residents in your liver and kidneys, etc. As time passes these organs start to fail or mutation of cell division starts and cancer takes over your body. DIOXIN - Dioxin is a mixture of chemicals that contains chlorine like PCBs, chlorinated benzene and poly vinyl chlorides (PVC) and 2,3,7,8-tetrachlorodibenzo-p-dioxin (TCDD) (Ever heard of Agent Orange??) Dioxin causes cancer, nerve damage, birth defects, malfunction of the immune system. That is just a taste of what happens…….. So many illnesses are related to toxic exposure that it is absolutely over whelming. For the last 15 months of my life, each and every day, I have tried to contact other people that might be sick because they were stationed at NAF Atsugi while the incinerator was in operation, I have researched, wrote letters, sent emails, made phone calls and pretty much annoyed the hell out of the NAVY ENVIRONMENTAL HEALTH CENTER, MCB, CAMP LEJEUNE NAVAL HOSPITAL and CONGRESS regarding this problem. I have hit every imaginable bureaucratic wall, delay in paper work, lost reports and record request, funding problems for my family to see a Occupational Health Specialist, ignored by Doctors and staff, all while my husband and children had 4 major surgeries, 3 biopsy scares (1 Cancer) and so many unanswered questions to CT results and blood work that I would not wish this on my worst enemy. However, I know that my family is BLESSED and I feel fortunate that we are still on this earth and working on getting healthy. And you know what else, fakechasis, I am going to keep on doing what I am doing, until everyone that was stationed at NAF Atsugi while the incinerator was in operations knows that what they were exposed to and our Military Health System and VA recognizes, supports and helps each and every single one of them. Thank you for your comment. But, I hope you never are exposed to toxic waste. S. Parulis Response on NAF Atsugi- Were you... So, thats why my shirts were soiled by what I called "soot" hanging in my closet at Sagamihara Family Housing Area. I worked for the Army, USARJ/IX Corps Headquarters at Camp Zama, 1987-1993. My wife worked at NAF Atsugi as the Child Development Services Director and supervised 4 child care facilities there. We were both US civil service employees, civilians.
There were many days that the air was so "THICK" that you couldn't see much of anything looking out the windows. Air pollution was terrible. |
