The classes have been comprised of active duty and reserves. *Goal is to have 24 students per class; often we have only 20 people which means slots were left open that could have been filled if folks applied. *BOPC students are held to same PT standards as students in the 6 week Boarding Officer class. *Recent honor graduate was BM3 Jessica Martin, a 21 year old reservist from MSST SEATTLE (MSST 91101). The Commandant of the CG presented her award as he was in Charleston. (photo submitted by MLEA School) *Student feedback indicates that people like attending the 2 week class vice the 6 week class as it requires less time away from their operational unit and their families. *It is an intensive course because it involves practical evolutions (boardings, mat room, etc). There is minimal time in a classroom atmosphere because the students do that work online prior to arriving here for the practical training. Who can attend and how do I apply? Boarding Officer Qualification Support Program Selection Criteria Primary Selection Criteria for the BOQSP (combined e-learning course and resident course) 1. Reservists currently conducting boardings. 2. Reservists in a known CPRL billet. 3. Reservists assigned to enforcement billets at Sectors and Districts.(Junior Officers and Senior Enlisted) 4. Active Duty serving in a law enforcement billet (Limited Availability) Eligibility Criteria for the BOQSP (combined e-learning course and resident course) • Unit has capacity to support qualification process: PQS reviews and certification (practical evaluation/boarding experience) • Unit willing to dedicate individual's IDT periods to e-Learning program & OJT certification • Will meet physical fitness criteria as set forth in the MLE PQS before attending the BOPC • Will meets weapons criteria as set forth in the MLE PQS before attending the BOPC • E-4 and above • Available and willing to serve ADT during one of the 2-week BOPC convenings • Committed to completing program syllabus, including dedicating IDT/ADT time to the program • Recommended by command and command is prepared to meet additional unit support requirement. Boarding Officer Practical Course Prerequisites All U.S. Coast Guard students attending the Boarding Officer Practical Course (BOPC) at the Academy MUST meet the following prerequisites: 1. Satisfactorily complete Task 1-01 of BO/BTM PQS (COMDTINST M16247.3B). 2. Satisfactorily complete Task 1-02 (Semi-annual PDW Weapons Certification of BO/BTM PQS (COMDTINST M16247.3B). 3. Within the maximum allowable weight standards (MAWS) in accordance with Paragraph 2.I. of COMDTINST M1020.8(series). 4. Certified Coast Guard Boarding Team Member with one year experience or 10 armed law enforcement boardings. 5. Command Endorsement. As I look at the PS Rating and see what the LETSGO work group is “proposing”, I feel advancement to E-6 could require the member to be Boarding Officer Qualified. I would strongly recommend this course as a means to achieve this goal. Q & A Q. How can I keep up with all of the required GMT? A: General Mandated Training Guidance You may need some GMT classes such as AT/FP, Sexual harassment, suicide awareness etc. The courses are available on ttps://learning.uscg.mil/. You can access the USCG learning portal from any internet site (home, Barnes and Noble, school …) Here is how we get there: 1. Click or type in the link 2. Login with emplid and last name in lower case letters 3. Look at where you just did the LOGIN and you will see Home-Course Catalog-My Courses and Info. Click on Course Catalog 4. Click on General Mandated Training (GMT) 5. Scroll down and view the GMT courses 6. Choose a course and click on view details 7. When you click on a course, the next screen will allow you to click on "Enroll" 8. Once you are enrolled, you can simply click "launch" or you can always come back at another time to begin or continue 9. This learning portal will keep track of your status. Note see the last pages of these notes for more on PS1 Wenzel. Q. Why are end of course test answers and SWE answers to the same question different? Greetings Master Chief, I challenged a few questions last time I took the PS1 test and my ESO told me that the course writer affirmed the answers are correct. I looked up what I can remember, and he is right that the answers are probably in line with what the lessons say. That being said, one question particularly stands out in my mind about Use of Force. The answer to this question in the PS1 Course Material (i.e.phamplet) under Security and Inspection Teams, where it says: "the minimum force necessary to neutralize or eliminate a security threat shall be asserted in accordance with the Commandant's Use of Force Policy." The problem is that is an incorrect statement of the UOF policy under current COMDTINST policy. (Condensed and re-written) Question submitted by PS2 Richard Schiffer Great question PS2, I used to wonder about this but never asked anyone to explain why this happens. A: Good morning Rick. I have contacted several folks much smarter than I am and the following is a combined effort to answer your question. You are both right and wrong. That said, let me explain. You are correct in the sense that the Coast Guard DOES NOT teach or use the term "minimum force" any more. Everyone agrees that the course material, i.e. pamphlets, is out of date. The problem is with the new "LE" Rating a possibility over the horizon; we do not want to invest in printing new pamphlets that will be obsolete before the ink will dry. Remember that EOCT are based on the material "AS IT WAS PRINTED". The same material covered on the SWE must be answered "AS IT IS CURRENTLY PRACTICED TODAY in accordance with COMDTINST & policy". The exact same question has to be answered two different ways, one for the EOCT and another way for the SWE. In other news, PS1 Ron Wenzel was selected as the New Jersey Officers Association Outstanding Enlisted Person of the Year. On a sad note I pass on the news of the death of BMC Howard C. Marshall of PSU 309. Chief Marshall died in an automobile accident and our thoughts and prayers go out to all the members of PSU 309 and BMC Marshalls’ family.
