It's better we do the "freezing" vs someone else doing it for us. It's not a bad idea considering how fast the new technologies out there have changed the landscape.

Although the Navy has a very prommising RPV, maybe we could add this to the list?

I think freezing the project is a good idea. More research should be done so we don't end up with a mess like the 123' conversion project again.
