Yes I agree Ex CG GM. I looked at the stock price chart for Lockheed, and note the following: Lockheed's stock price in early 1998 was $60 a share, early 2000 was $16 a share, and now it is $105 a share. |

One could reasonably assume that Bollinger got the short end of the stick with regards to the patrol boat extension project. The Deepwater funds probably are for the taking of the prime contractors, not the subcontractors. If anything, the risk is transferred all the way down to the subcontractors. |

Cynic that I am, when that contract was announced this past spring, I, and some of my co-workers kind of suspect it's another "son of deepwater", conflict of interest,who's in bed with who, sweetheart deal. Wouldn't expect much less. |

Sounds good to me. I went to a Lockheed presentation regarding TWIC a week or two ago. Some of our regulated facilities and also other busniesses were there and it was more or less a slamfest. All the businesses were slamming Lockheed and when it didnt have to do with them they were slamming us. It was a good venting meeting for them but other than that the presentation didnt cover to hell of a lot. The Lookheed representatives seemed knowledgeable but we all just kind of sat there and let the businesses just let go and vent. The presentation was about an hour and half long with maybe 20 minutes of information about TWIC itself. |

The suspicion of a boondoggle, comes from seeing, months before the contract was awarded, a couple of e-mail solicitations from ex/retired CG people from the M side , headhunting for ex/retired CG people to man up such application processing facilities. Almost as though they suspected who would get the contract.

Yes, my classmates who are still actively working in industry tell me this is a can of worms that will be worse than STCW. It doesn't just apply to dockside terminal workers either. Merchant crews (who already undergo fingerprinting, background checks, etc. to obtain their MMD and/or license) will also be required to obtain a TWIC. It is going to be especially hard for marine employers who hire seasonal help or temp workers. My understanding is this TWIC isn't something that can be obtained in a few weeks either. |

That seasonal issues was a big thing the businesses hit on. In the future this is going to have to be implemented at all the Airports as well. They really underestimated that amount of people that will need to have a TWIC. Heck right now the TWIC reader isnt even a concern. People are going to have a TWIC but nothing to read it with. Pretty pointless until you get that reader if you ask me. |
