I am hoping it happens for the fact that BIW is where my parents work, and that place certainly does need some more work there. The Navy is trying to decide what they want to do, and Ingalls is getting all this other work. The pie must be shared.

For the DDG-51 Cl@ss ships, PMS-400 (Navy acqusition directorate for the ARLEIGH BURKE's) shared work between BIW and Ingalls to the point that BIW ships who were homeported in Pearl Harbor, Hawaii had their PSA (Post Shakedown Availablity) conducted by Ingalls personnel.

Maine lost it's effective/powerful Senators in the 1990s though (Mitchell/Cohen) and the two who replaced them lack the influence with the Navy that their predecessors had. Wouldn't suprise me a bit to see them lose work to MS now.
