1.) CG and DOJ are working together to ensure accountablity.
2.) DOJ doesn't want a LM-NG settlement w/ the CG until their investigation is complete and has asked them to back off so as to avoid the plausible argument from the contractors (if a settlement was reached first) that there was no criminal conduct, rather only a "mistake" that the government has already been adequately compensated for.
Either way something is going on behind the scenes in a good way.
