If you don't have a job, and can't afford health insurance, how can you prove to your prospective employer that you have health insurance? Good grief... Confused

"WASHINGTON - Democrat Hillary Rodham Clinton said Tuesday that a mandate requiring every American to purchase health insurance was the only way to achieve universal health care but she rejected the notion of punitive measures to force individuals into the health care system.

"At this point, we don't have anything punitive that we have proposed," the presidential candidate said in an interview with The Associated Press. "We're providing incentives and tax credits which we think will be very attractive to the vast majority of Americans."

She said she could envision a day when "you have to show proof to your employer that you're insured as a part of the job interview — like when your kid goes to school and has to show proof of vaccination," but said such details would be worked out through negotiations with Congress.

Clinton unveiled her health care plan Monday in Iowa, promising to bring coverage to every American by building on the current employer-based system and using tax credits to make insurance more affordable.

She told the AP she relished a debate over health care with her political opponents, including Republicans "who understood that we had to reform health care before they started running for president."

On Tuesday, Clinton began airing a 30-second ad statewide in Iowa and New Hampshire promoting her new health care plan. The ad reminds viewers of her failed effort to pass universal health care in the early 1990s, trying to portray a thwarted enterprise as one of vision.

"She changed our thinking when she introduced universal health care to America," the ad's announcer says.

The ad also highlights her support as senator for an expanded Children's Health Insurance Program and for more affordable vaccines.

Her health care plan would require every American to buy health insurance, offering tax credits and subsidies to help those who can't afford it. The mandatory aspect of her proposal, however, gets glossed over in the ad.

"Now she has a health care plan that lets you keep your coverage if you like it, provides affordable choices if you don't, and covers every American," the ad says.

The ad also continues her campaign's effort to appropriate the mantle of change away from rivals Barack Obama and John Edwards. The word change or its variations appears four times in the ad, which ends: "So, if you're ready for change, she's ready to lead."

I am no expert in such things, but apparently this plan is basically what former Gov. Mitt Romney got passed in Massachusetts...and now does not favor.

Funny how stuff goes around and around.

If you don't have insurance, you'll have to get it through this future employer - who will be getting federal subsidies to help in the cost.

Or you can chose to enroll in Medicare or the Federal Empoyee's Insurance program. I think she is budgeting $110 billion as a subsidy to help pay for this.

Schwartzenegger's plan for California was in trouble the last time I looked as well. Maybe somebody has an update on where it stands?

Nice having a few states playing with one form or another of universal health care before we jump too heavily into it nationally. Hopefully we will learn something from them.

The Governator got two very major endorsements for his plan this month ... the LA Chamber of Commerce, and the California Hospital Association. It will happen here ... about the only suspense is about what form it takes.

Thanks for the update. Do you happen to know the rationale of the legislature for not wanting it to be mandatory? I thought that was sort of the essential point and inherent in the definition of "universal". I'm a bit surprised the California Hospital Association endorsed the plan.

In other words She is saying She works for the Insurance companies and big business types who have been exploiting hard working Americans thier whole life. They only take but give nothing back.

Liberals don't understand where gov't gets its money from.

They think gov't will be responsible and efficient when it comes to healthcare.

What's the definition of insanity again?

Funny I thought the US Constitution says that the govt shall not inerfere with the lives of its people. Oh its right there with abortion and gay marraige. See it, along with every non citizen gets rights just as a citizen.

Cant wire taps foriegn terrorist making calls due to civil rights but I am forced to get health insurance by my govt. Next is that I have to give up my SUV due to Globull Warming.

I was on the road and thought I heard someone make a comment on radio that the health care program would be tuned differently for different sized businesses.

If true, that got me to wondering if different constituencies (via company size, location, makeup, industry etc) will perhaps be a whole new source for mining political funding?

Morbid Curiosity.What would our govt spend it on?...for instance.....get real.Theyd waste it on pork barrel projects or just give it to the welfare babies.

I don't mind spending money on Americans, but what keeps it from being spent on Illegals, ne'r do wells. and what makes you think the government solution would be better, where has government proven its self to be good provider of anything?

I want the government to provide me with a vehicle and car insurance!

Free healthcare? I don't really think it's too good for the health insurance industry.

I wouldn't pay hundreds in insurance if I can get the same quality of medical care for free.

I'm assuming Hillary Clinton wants the free healthcare to be high quality. If so,I'm not sure the health insurance industry will stand for this. It will fight this proposal with every resource it has.

As mentioned above, the power to do this is not stated in the Constitution. But the democrats eventually want to rescind the Constitution, so I guess it really doesn't matter...
