It appears to be or so we are told, but who really knows for sure anything? Soon as an incident occurs it becomes controversial. Papers print one thing other papers print another version, then enter the private organizations and the truth organizations making it a conspiracy. Leaving it he said she said and people taking sides in issues they dont have hard facts on. officials dont answer questions under the guise of national security.
