Jaap De Hoop Sheffer commenting on discussions underway in Holland as the two-year commitment to NATO's Afghan exercise draws to a close, is perhaps a misstatement. But it's also the kind some politicians might just jump all over, given the actual non-participation by so many NATO members, the dichotomy of the involvement and the debatable rate of 'progress'. Jaap is an 'operationist' as opposed to a 'reconstructionist' and led counter-insurgency operations for a while before becoming NATO chief. He has to counter the notion that NATO assistance in the form of combat arms and drug eradication isn't money well-spent. |
