These benefits will go into affect by August, however as indicated in the article, the VA must determine how to go about delivering the benefit and that is expected to take up to a year or more.
Increase of tuition money is definitly needed..but also a stipend for books and BAH...what a bunch of crap. And for it only to be applied to those that are post 9/11 veterans...another expletive should be put here. Veterans are veterans...and should my Desert Storm duty and service until 2000 not count?? We all volunteered, we all should get the same benefits!
What about those of us who couldn't afford VEAP or MGIB when we first entered? I was an A1C living on the economy in England in 1985 and newly married...It was $100 THEN as it is now...and I know $100 went ALOT further then...
I'm still not sure why they can't just do the GI Bill and it's various incarnations like some of the welfare programs. Veterans should just get what amounts to a credit card that is only good for tuition, fees, books, dorm, meal plan, and whatever they might need for classes. That way, if the person wants to go to grad school, private school, or whatever they can do what they want to when they need to and when the money is gone its gone. But when I went through school, I had to take out loans to get in the door. I can live very cheap and very lean but school costs what it costs no matter how you slice it.
I got out in December of 1999, will I be able to transfer from the MGIB to this new one as long as it comes in to effect prior to my 10 years being up(12/2009)?

I am afraid not. You must serve at least 90 consecutive days after 9/11 to qualify.
Doesn't seem like that much of a deal to me for those who didn't serve much time after 9/11. The only good thing I see is losing the $1200 once required to get it.
I like the credit card idea though - makes a lot of sense and I bet it would eliminate a whole bunch of paperwork, people and time that it's now going to take to implement this new system.
This one is definitely a long shot with no windage or elevation numbers, but will the new GI Bill be retroactive for those who served post-9/11 (I served from Nov 23 98 - Nov 22 04) if they have already used it up? I am actually finishing school with a cubic butt-ton of debt right now because the GI Bill just didn't let me roll through without loans, and I am guessing many others are in the same situation - Are we all going to watch the VA toss money over our heads to the men and women who didn't decide to start into college right away?
I am currently on Active Duty, have been since 1990 - my primary interest is the transferability to dependents of the new version of the GI Bill. Will there be a way to transfer from the old GI Bill to the New Post 9/11 GI Bill if the new one is approved? And what would that process look like?
I figured I would see a lot of positive comments and some questions about possibilities here but all I read are a bunch of sorry Troops with their hands out complaining. Typical American welfare attitude. I welcome any positive change no matter how small and am amazed constantly by how much the military provides already. I came in 20 years ago, three wars and 2 CIBs to boot. Things have improved tremendously but I guess nothing is enough for many of you. Just sorry to see.
I am thrilled at the improvements and wish I could thank Senator Webb personally. A couple of questions, though. Will I get paid the highest in state rate of any school in the (Texas) University system no matter what university I actually attend, or does it default to the rate of the university I actually attend? Do those of us who paid in $1200 bucks get a refund (no *****ing, just asking!) Thanks!
I served for 4 years after 9/11 with 1/14 infantry including 16 months in Iraq. Does this new bill only cover service members who were actively enrolled in the MGIB or will it cover anyone who served during the time specified regardless?

Eligibility for the New GI Bill
If you have served a total of at least 90 days on active duty in the Armed Forces you’re eligible. However, the amount of benefits you receive under this program are determined by the actual amount of accumulated post 9/11 service you have.
To be eligible for the full benefit, you must have three years of active duty service after 9/11 or have been discharged due to a service-connected disability.
If you are an officer who graduated from a service academy or received ROTC scholarships, you also qualify for the new GI Bill benefits. However, your ROTC/Service Academy associated obligated active-duty service time does not count toward the three years necessary to qualify for the full benefits.
Note: You didn’t have to opt-in for the Montgomery GI Bill to be eligible for this program.
"Traditional on-campus students will be given a monthly check for living expenses – this payment will be set at the current E-5 with dependents Basic Allowance for Housing (BAH) rate."
I'm not a "traditional on-campus student" so I don't get any BAH. Can the VA do me a favor and tell my landlord that I don't have to pay for my housing?
