So how is that the CG can pull a new intelligence rating out of a hat, but won't think about an LE rate?

The ALEC program was approved, and there are probably less than 200 of us when there was an initial push for close to 1000. If there was an approval for an LE rate, I would like to see that one...

I would love to see where you got that information about the LE rate approval. I would be the first to sign up. And discussion boards don't count as reputable intel.

REMEMBER...

...It's RATING for the entire job title, not RATE.

The IS rating is happening, the LE rating is not.

That's what J- and I figured. We have been hearing the LE Rating rumor since we were at TACLET. It also doesn't look as if the ALEC program is achieving its intended results. There are a lot of us with the ALEC designator anxiously awaiting the next step... As for the IS rating, well I'll wait and see...

THAT WILL QUALIFY THEM TO BE DESIGNATED WITH ALEC. THE PRIMARY GOAL

MAINTAIN ALEC IN THE FIELD, WHILE PROVIDING MEMBERS THE OPPORTUNITY

3. ALEC PREREQUISITE. THE MINIMUM PREREQUISITES FOR A LAW
ENFORCEMENT MEMBER TO OBTAIN A COMMAND RECOMMENDATION FOR ANY ALEC

A. BE MARITIME LAW ENFORCEMENT SCHOOL/ACADEMY GRADUATE WITHIN THE
PAST 5 YEARS (OR RECERTIFIED).
B. HAVE A MINIMUM OF TWO YEARS LAW ENFORCEMENT EXPERIENCE AS A
BOARDING OFFICER.
C. HAVE AT LEAST ONE YEAR REMAINING AT CURRENT UNIT (TOUR COMPLETE
IN ASSIGNMENT YEAR 2006).
D. IS MATURE AND RESPONSIBLE WITH OUTSTANDING LEADERSHIP/TEAMWORK
QUALITIES, INCLUDING:
(1) ELIGIBLE FOR INTERIM SECRET SECURITY CLEARANCE
(2) FINANCIALLY RESPONSIBLE AND NO NJP/CIVIL CONVICTIONS OR BAD

4. ASSIGNMENTS. CGPC-EPM-2 HAS DESIGNATED CWO MARIO STRAKER (202-
493-1248) AS THE ALEC ASSIGNMENT OFFICER (AO) TO DEAL STRICTLY WITH
THE CENTRAL ASSIGNMENT AND PERSONNEL MANAGEMENT OF THE ALEC
COMPETENCY WITHIN THE ENLISTED WORK FORCE. DURING THE FIRST YEAR,
SPECIFIC COMMANDS WILL RECOMMEND TO CWO STRAKER DESIGNATED MEMBER
(S) FROM THEIR COMMAND WHO BEST MEET(S) ALL ALEC PREREQUISITES
LISTED ABOVE. ONCE DESIGNATED AS AN ALEC MEMBER, THE PERSON WILL BE
PLACED IN AN ALEC COMPETENCY DATABASE. IN FOLLOW-ON ASSIGNMENTS
AFTER 2005, THE ALEC AO WILL EVALUATE THE ALEC COMPETENCIES OF A
MEMBER AND MAKE A SELECTION BASED ON SERVICE NEED AND INDIVIDUAL
MERIT. THE ALEC DESIGNATION IS NOT INTENDED TO PRECLUDE A MEMBER
FROM PURSUING, OR BEING ASSIGNED TO A NON-LE BILLET, NOR DOES IT
GUARANTEE A FUTURE ASSIGNMENT TO AN ALEC BILLET. THE INTENT OF
FOLLOW-ON ALEC ASSIGNMENTS IS TO PROVIDE THE ALEC MEMBER WITH BOTH
FUTURE CAREER OPPORTUNITIES NECESSARY FOR RATING ADVANCEMENT, AND A
FOLLOW-ON ALEC DUTY POSITION AT A FUTURE UNIT.
5. TARGETED RATINGS FOR THE ALEC PROGRAM. BASED ON AN INITIAL
ASSESSMENT BY THE CGPC-EPM-2 AND CG-1 AND CG-12 STAFFS, THE
TARGETED ENLISTED RATINGS THAT ARE MOST CONDUCIVE TO FOLLOW-ON ALEC
ASSIGNMENTS WITHOUT JEOPARDIZING CAREER OPPORTUNITIES ARE THE BM,
MK, MST, GM AND PS (RESERVE) RATINGS. THESE RATINGS MAKE UP THE
MAJORITY OF INDIVIDUALS WHO REGULARLY PERFORM THE LAW ENFORCEMENT
MISSION, AND HAVE THE BEST OPPORTUNITY TO BE ASSIGNED TO FOLLOW-ON
TOURS THAT MAKE USE OF BOTH THE ALEC AND SPECIFIC RATING SKILL
SETS. HOWEVER, THIS DOES NOT LIMIT PARTICIPATION BY INDIVIDUALS IN
ANY OTHER RATINGS WHO DESIRE TO APPLY FOR THE PROGRAM, AND MEET THE
ALEC PREREQUISITES.
6. COMMAND SELECTION PROCESS OF ALEC MEMBERS. IAW PARA 3 THRU 5
ABOVE, COMMANDING OFFICERS SHALL REVIEW A RANGE OF POSITIONS
LOCATED BELOW AND PROVIDE VIA EMAIL YOUR UNIT RECOMMENDATION TO
MSTRAKER (AT) BALLSTON.USCG.MIL WITH THE NAME, RATE, EMPLID,
ROTATION DATE AND POSITION NUMBER OF YOUR ALEC DESIGNATED MEMBER.
TO PROVIDE CONTINUITY OF POTENTIAL FOLLOW-ON ALEC ASSIGNMENTS, THE
FOL PAYGRADE RANGE OF POSITIONS (FROM E-5 TO E-8) ARE TO BE USED
WHEN SELECTING A MEMBER FROM THE UNITS SPECIFIED BELOW:

ALEC DESIGNATED MEMBERS WILL COORDINATE UNIT LEVEL LE TRAINING AND
ASSIST COMMANDING OFFICERS IN MAINTAINING UNIT LE READINESS
STARTING IN 2005.
8. ALEC PROGRAM MANAGER AND FUTURE ALEC PERFORMANCE REQUIREMENTS.
G-OPL-2 IS THE PROGRAM MANAGER FOR THE ALEC PROGRAM AND THE POC IS
CWO JAMES ZIOLKOWSKI (202) 267-2563. IDENTIFYING ALEC DUTIES AND
JOB REQUIREMENTS WILL CONTINUE TO EVOLVE AS THE COAST GUARD REFINES
ITS ROLE IN MARITIME HOMELAND SECURITY. CURRENTLY, THERE ARE A
NUMBER OF STUDIES UNDERWAY TO DETERMINE WHAT FUTURE TRAINING MAY BE
REQUIRED TO SUPPORT AND MAINTAIN ALEC REQUIREMENTS. AS OF THIS
ALCOAST NO NEW TRAINING IS REQUIRED. G-OPL WILL BE WORKING WITH
CG-12 AND THE RATING FORCE MANAGERS TO DETERMINE APPROPRIATE
COMPENSATION AND/OR ADVANCEMENT CRITERIA (SDAP, SWE POINTS ETC) TO
ENSURE BOTH THE SUCCESS OF THE ALEC PROGRAM, AS WELL AS LONG-TERM
ADVANCEMENT OPPORTUNITIES FOR THE LE ORIENTED MEMBERS ACTIVELY
INVOLVED WITHIN IT.
9. SINCE 9/11 COAST GUARD MEN AND WOMEN HAVE CONTINUED TO
DISTINGUISH THEMSELVES AS LE PROFESSIONALS IN SUPPORT OF HEIGHTENED
SECURITY CONDITIONS, PORT OUTLOADS, AND OPERATION IRAQI FREEDOM.
THE EVER INCREASING COMPLEXITY OF THE POST 9/11 MARITIME SECURITY
ENVIRONMENT MAKES ALEC PARAMOUNT TO OUR SUCCESS ACROSS OUR
DEMANDING MISSION SET, AND ENSURES THAT LE PERSONNEL OBTAIN AND
SUSTAIN THE SKILLS NECESSARY TO SAFELY AND EFFECTIVELY EXECUTE THE
MYRIAD TASKS OUR OPERATING ENVIRONMENT REQUIRES.

ALEC...that really turned out to be a bust. Hopefully all the rumors and grumblings I keep hearing about the LE Rate or specialty being stood up are true. Maybe having that ALEC competency will come in handy after all. Hopefully 2NSANE is right. My detailer did make mention of it too me, just didnt mention a time frame.

From what I remember reading about the establishment of the DOG, a Coastie, regardless of rating, can stay in LE for most if not all of their career by staying in units within the DOG.

That way, the LE experience is not lost without having to create an LE rating itself.

This as already started affecting people advancing. There are certain rates which require sea time to advance and these "DOG" people are getting stuck. Something the puzzle palace was not initiatlly aware of, but are now, at least from what I heard from a Gold Badge.

Also, the detailers are not letting these people stay in the DOG, because of the aformention. An example (this from the Gold Badge) there is a MK2 who happens to be a dog handler (no pun intended) and the detailer said to him you need sea time. I was told there is going to be some changes to this also.

Maybe there will be NO SEA TIME FOR ANY OF THE RATINGS to advance in the future! Roll Eyes Whisper
