First reaction-When can he start?
Second, realistic reaction- It won't happen without some form of extreme provocation on the part of the terrorists. This story is set in the future, about 3 years from mow. Although unsaid, I got the idea that something had happened to make the American people willing to strongly stand behind such a department, and such methods. Although there are obviously still some liberal spologists for the terrorists still in power, it would seem that there are too few or that they have been silenced in some way that stops them from preventing methods needed to keep us safe. Perhaps one or more American cities had been reduced completely to smoking, irradiated rubble. I fear that might be the only thing to really wake the sleeping giant fully. And I pray God that it never happens!
