UNCLAS //N01000// ALCOAST 749/08 COMDTNOTE 1000 SUBJ: CHANGE TO COAST GUARD EARLY RETIREMENT PROGRAM A. PERSONNEL MANUAL, COMDTINST M1000.6(SERIES) 1. As a result of Senate proposed force reductions and budget cuts the Coast Guard has developed a program to reduce the number of active duty personnel. This program is under test phase and will be effective 1 January 2009. Under this new program, older sailors will be asked to go on early retirement, thus permitting the retention of the younger sailors who represent the future. Therefore, this program will phase out older sailors by the end of the next fiscal year. This initial phase of the program will be known as SLAP (Sailors Late-Aged Program). Sailors who are SLAPPED will be given the opportunity to look for jobs outside the Coast Guard. SLAPPED sailors can request a review of their personnel records before actual retirement takes place. 2. This phase of the program is called SCREW (Survey of Capabilities of Retired Early Workers). All sailors who have been SLAPPED or SCREWED, may file an appeal with their chain of command with final authority at the Area level. 3. This is called SHAFT (Study by Higher Authority Following Termination). Under the terms of the new policy, a sailor may be SLAPPED once, SCREWED twice, but may be SHAFTED as many times as the Coast Guard deems appropriate. If a sailor follows the above procedures, he/she will be entitled to get HERPES (Half Earnings for Retired Personnel's Early Severance) or CLAP (Combined Lump-sum Assistance Payment), unless he/she already has AIDS (Additional Income From Dependents or Spouse). 4. As HERPES and CLAP are considered benefit plans, any sailor who has received HERPES or CLAP will no longer be SLAPPED or SCREWED by the Coast Guard. The Coast Guard wishes to assure the younger Sailors who remain on board, that the Coast Guard will continue its policy of training sailors through our Special High Intensity Training (****). The Coast Guard takes pride in the amount of **** our sailors receive. We have given our sailors more **** than any other service. If any sailor feels they do not receive enough **** at their current duty station, see your immediate supervisor. YOUR SUPERVISOR IS SPECIALLY TRAINED TO MAKE SURE YOU RECEIVE ALL THE **** YOU CAN STAND. 5. THIS CHANGE WILL BE INCORPORATED INTO A FUTURE CHANGE TO REF A. QUESTIONS RELATING TO THIS POLICY MAY BE ADDRESSED TO CWO KEMENS AT (202) 874-7214 OR EMAIL JOAN.A.KEMENS(AT)USCG.MIL. 6. RDML DANIEL A. NEPTUN, DIRECTOR OF PERSONNEL MANAGEMENT, SENDS. 7. INTERNET RELEASE AUTHORIZED. BT NNNN |

I think this same plan was in use thirty years ago.

seems a little past basic everyday humor, like someone is maybe a little bitter about something?

I would be cautious about putting actual peoples names on there, like say, an Admiral's name.

Pat - it is only a bad idea when you have the spine to attach YOUR name also. Probably another disgruntled sailor who has yet to realize they are paying for their own screw-ups. I'll leave that 1% chance open that it was actually an attempt at humor, but since their only two posts are this one and an identical one in another section, I kind of doubt it.
Hey, I got a fun idea: Let's try to guess the person's screw up that got them this bitter!!!!! My first guess is 7 too many donuts a day right before weigh-ins....... |

I recall a similar post on these forums a while back.
I saw the humor, and responded in kind. If a person chooses to post as an Ennymouse there is probably a reason for it. |

I concur all the way around. I am thinking a weight issue as well, or maybe, just maybe, that person needs to do some work. Active Duty in Virginia kinda narrows down the options.

I intend to live forever. So far, so good. |
How right you are.. that has been around forever... I don't think anyone is bitter.. it is simply some humor.. old.. but still humor... (Phil.. you are showing your age...) Wray... P.S. I would agree about using real names... although this guy was a BM, so I'm sure he could take it... http://www.uscg.mil/FLAG/docs/cg12.pdf |

The Admiral (then CAPT) was my company's mentor during basic. I think he could take it. I thought it was funny!!!

sorry for getting everyone all fired up i guess this was just a LAME attempt at humor or maybe your sense of humor is lame
MightyZ you are exactly right about the bitterness. I am extremely upset with the CG and taking it to the web to vent. I am mad that I am on my second enlistment and just now competing for chief, 20 lbs under my max weight, fly all over the world paid for by the CG, and the CG only gives me an hour and a half to work out during lunch. PrDavis you are unfortunatly correct about the names. that was probably a bad idea but wasn't thinking of it at the time. I didn't realize the CG had lost all humor what so ever ... and look I do have a spine AET1 Darin Grant CGAS washington DC |

All great replies. A joke is a joke and I know that the Admiral would get a kick out of that as well, but, sometimes we need to be a tad more careful.

Darin;
There has got to be something else besides being mad that you get 8 hours a week to work out, when the CG actually only require you to get 3 a week during work hours. You can find my number if you want to chat/vent in a non atributional environment. I am sure you are over this way a lot, so you can stop by. I'll bet we have probably at least said hi to each other already. If you want the responsibility of anchors at your rather young age (only in second enlistment) I would be happy to provide some mentoring to help you be a good one! |
