Does anyone know who or where I could find a possible list of the First master chief of each rate? Also information on a QMC Richard Longo?

In the 1959 issue of the RESERVIST (Jan ??) there is an announcement of the first MCPOs & SCPOs SELECTED in late 1958. No names but the #s in each grade selected. Later issues in the earl 1970s lists the first Reserve E-8s and later the first E-9s.
