Hi All,

I need help locating this written policy. My DIEMS in the Navy was 17Jul1981 (DEP). I shipped out for active duty in 01Jul1982 and was released 30Jun1986. I stayed in the IRR from the time I was discharged from the Navy to my eventual enlistment in the Regular Coast Guard. I am finally scheduled to retire 31Aug2008 with over 21 years active duty service.

I have over six years credited to longevity because of the old program I was grandfathered in. Hence, I was getting paid as an E-7 with over 26 years instead of only 20 years. However, they recently conducted a pre-retirement audit and determined that I only have 21 years (longevity). I am trying to contest that finding and I took the initiative by doing my own research.

I needed help locating where in writing was that old policy regarding giving longevity credit for time in the DEP and the IRR prior to 1986.

Greetings Chief, and sorry about the delay.
The info you are looking for can be found in DODFMR Vol. 7A, Chapter 1, Section 010103, PP M & N.
According to that reference your DEP time IS counted towards your longevity.
Your IRR time also counts towards your longevity as it looks like you were IRR from 7/1/86 thru 8/31/91,not counting DEP. Your total longevity credit should be as listed below.


81-07-17 THRU 82-06-30 DEP (IRR) 00 Yrs 11 Mos 14 Dys.
82-07-01 THRU 86-06-30 AD 04 Yrs 00 Mos 00 Dys
86-07-01 THRU 91-08-31 IRR 05 Yrs 01 Mos 01 Dys
91-09-01 THRU 08-08-31 AD 17 Yrs 00 Mos 00 Dys

Total Creditable Service 26 Yrs 12 Mos 15 Dys
Translated to 27 Yrs 00 Mos 15 Dys
as of 08-08-31 if the above dates are correct.

If so, your retirement would be based on E-7 with 26 years of service at 50% PLUS 2.5% for each full year after 20, of which you should have 27. Therefore your should receive 67.5% of E-7 pay with 26 years service (there is no table for E-7 over 27). Again... if my dates are correct.
