I'm a 100% service connected, mentally disabled vet. My injuries were induced in 1972-3 in Korea and manifested, rendering me useless in 1992. Luckily, the DAV intervened on my behalf and in Jan. 1975, I received full disability.

Unfortunately, I was not given a book or classes on what to do with my new freedom and "riches". Instead, I was enrolled in the VA's Mental Health Intensive Treatment Program, a 2 year program which helped me immensely, but not in the ways of navigating my newbenifits, ESPECIALLY, S.G.L.I. I am a father and grandfather and in my "right mind" would have re-enstated my S.G.L.I. in a heartbeat had I any idea there was only a year window.

Twelve years later, I have come to consider myself as disabled. I cannot think and form thoughts as I once could and the VA does NOT want to take responsability for the SGLI SNAFU. My next letter is to my state senator, Patty Murray, a wonderfulc friend of veterans. I'm tired of being overmedicated by the VA for being a nut, only one Phd. has shown me meditation and biofeedback which has cut back drug use and the Spokane VA is too small to really take care of many problems. First, I would like to wish you the very best with your communication with Sen. Murray. Also, I'm glad for you that you found some treatment that enables you to function at a level consistent with the lowering of medication. Now, the SGLI issue. That would have had to been converted to the VA disability term life (RH Policy) because SGLI is for active service only.
You are 100% disabled as I see and so the question for you and the answer lies in whether or not you have applied for the insurance at your VARO. If you haven't, then by all means, do so. If the VA turns you down for God knows what, then simply file a CUE with the same VARO. Because under the provisions of Title 10, 18 and 38USC the VA was required to tell you of your benefits at the time you were rated at 100% and rated "Incompetent for the Purposes of handling Funds" and I'm sure you probably had someone act as your Beneficiary Payee or in the worst case you were assigned a "Fiduciary" So, because of that rating of Incompetency for Purposes of Handling Funds the VA had an obligation under the statutes I listed to inform you and actually had a duty to assist you to insure all benefits entitled were assigned.
