While none were assigned PCS to HECs or MECs, getting PAs out to document operations was (and I assume still is) a priority of the program.

There are no billets for PA's afloat. They are only stationed at districts, sectors and detachments. Although they are not permanently attached to a cutter/afloat unit, there are still plenty of chances to get underway. You just have to seek them out. One of the guys in my office just got back from a 6-month stint on the CGC Boutwell. While PA's do stick in the office a bit, it is more because we are working on editing photos/video/stories and such. Make sure PA is what you really want to do because it is a long wait.
